  • Globalization has created transnational threats that unveil the limitations of national intelligence agencies. Previous literature attributes their incapacity to address new dangers to a lack of collaboration and coordination between them. However, it did not discuss how the IntCen (EU Intelligence Analysis Centre) can correct these failures and become a catalyzer for European integration in the field of intelligence. Member States are reluctant to share intelligence and establish a true “European Intelligence Agency”, but IntCen has been crucial in moments of crisis such as the 2010 Haiti earthquake. Analyzing a series of legal documents issued by the EU, this policy paper finds that the IntCen’s competences are excessively restricted and EU intelligence should be better exploited. It therefore proposes a set of feasible policies to expand the influence of IntCen and solve common issues shared by EU Member States.
